 People sadly do not understand  that how Barcelona  can even buy players or register them.

 Firstly Barcelona is in a debt of 1.3 Billion Pounds. But that does not mean that they do not have any money to buy players ,most of them are free agents and these signed and registered players have all agreed to take a pay cut in their salaries , and they have given players on loan as well , so the salary is cut further and they have a loan fee in a few million pounds.

Now the players have to be registered  by the Spanish La Liga president Javier Tebas. And he is too stubborn to be line ant for Barcelona . 

All the clubs in the Spanish La Liga  have a salary cap to follow since 2013. It works like this if the club spends big in Summer and January transfer window then the next year the salary cap will be small.

 For example Real Madrid ,did not spend in four transfer windows , after buying Eden Hazard, so next year the salary cap is 500 million pounds.While Barcelona have a salary cap f 86,eight six million pounds.
