COULD U.E.F.A EXPLAIN WHY THE SALARY CAP IS IN PLACE ONLY IN SPAIN?

 It would be nice to know from U.E.F.A, why the Salary Cap is in place only in Spain.?

 As you see in the last A.G.M of U.E.F.A, held in Switzerland it was on the agenda to introduce the salary cap for all the clubs in Europe, there are 640 clubs in the E.C.A EUROPEAN CLUB ASSOCIATION.

 But it was rejected t the A.G.M. So why is only in place in Spain? 

And how could Spain implement a law which is not approved and passed at the A.G.M of U.E.F.A.?

 Is Javier Tebas , who is the president of the Spanish La Liga , and is also a senior executive with U.E.F.A doing this to harass Barcelona and Real Madrid over the EUROPEAN SUPER LEAGUE.
