NOW THE ENGLISH F.A WANT TO INTRODUCE A SALARY CAP AND LUXURY TAX>

 Now the English F.A are in a big hurry to introduce ge Salary Cap ad tge Luxury tax in football. But is ths  withdrawing of points being deducted to Favour Manchester City and Chelsea? It looks really fishy to me.
