And the main condition put by them is that all the money earned at a world cup should be tazx free to them. But counries like Holland and Belgium disagreed flatly to this. Spain and Portugal members of the E.U.were facing economic failure along with Greece, so they to were not willing to this either. So it fell to Russia who have great reserves of oil and gas reserves, so they did not feel the pinch of the recession. And yes Russia has not held a world cup as yet.So there they were correct to apply for the world cup.And Russia has played in the world cup before.
But not so Quatar, they never played in a world cup, and our 140 plus in the world.But their gas money got them the 2022 world cup.
