WHY ARE TOTTENHAM HOTSPURS DRAGGING THE GARETH BALE TRANSFER?

 All of us are wondering  why Tottenham Hotspurs have not  yet completed the transfer of Gareth Bale.
 As the amount was decided ages ago, and so was the amount to be paid in instalments to Tottenham Hotspurs. It is 12.5 million pounds too be paid yearly  till the year 2017
 The main reason for it to stick is Tottenham Hotspurs  are still waiting to get a player of the same quality as Gareth Bale.
 Now the player from Roma Erik Lamela is to join for 32 million pounds or so.
