WHY WAS SAMUEL UMTITI NOT SENF OFF WITH A RED CARD IN THE MATCH WITH AUSTRALIA?

I would like to ask F.I.F.A who have organised the world cup in the 2018 world cup in Russia a question. In the match played between Australia and France , the French defender Samuel Umtiti stretched out his hand while in the box , this lead to a automatic penalty. But my question here is why was he not shown a red card as well? The F.I.F.A rules very clearly state that if a player in the box touches the ball with his hands intensely a penalty and red card should be . shown here.. The red card was shown to the Uruguayan striker Luis Suarez at the world cup , in the match with Ghana , here Luis Suarez stretched out his hand and prevented Ghana from scoring a very legal goal, Luis Suarez , then got his marching orders. In the champion League Paul Scholes , playing for Manchester United was shown straight red card for stretching his hand and blocking the ball. So clearly the referee were very guilty of not following the rules here.
