GOALKEEPERS BROKE THE RULE WHERE PENALTIES WERE TAKEN AT THE WORLD CUP IN RUSSIA.

During the 2018 world cup played in Russia, and during the group of sixteen matches here rule number 14 of F.IF.A was broken and still both the referees and V.A.R. Video assist referee. As there were penalties after the team played extra time, where the score was a draw. Now during the penalties which numbered 19, nineteen, but out of nineteen penalties that were taken fifteen of them should have been taken again as the goalkeepers moved before the penalty was even taken. The F.I.F.A rule number 14, fourteen clearly says that during a penalty kick the goalkeeper must be standing on the goal line looking at the penalty taker, and also should be standing between the two goal posts. And the goalkeeper can only move after the penalty kick has been taken. If he moves then the penalty should be taken again. So here out of the nineteen penalties fifteen times goalkeepers broke this rule. The main culprits here were the Russian goalkeepers Kasper Schmeichel, Igor igonokeef and Danijel Subassic. Thequestio I ask here is why did not the referees or the V.A.R have those fifteen penalties retaken, after all the rule number 14 were broken. And another part of the rules is that the penalty taker must not break his run, but it has ben gong on for years and referes never make them take the penalty again.
