WHY IS IT TAKING SO LONG FIR ARSENAL TO ANNOUNCE TE ARRIVAL F DECLAN RICE?

 Now what is the arson for delay in the    announcement from Arsenal ,that Declan Rice,has joined Arsenal.

 Mind you both clubs have agreed two weeks ago o the deal..

 But then why ha it nt been declared as a done and dusted deal.?

 It is nothing to do with the payment but  it was  the lawyer from Arsenal, who is taking hs time to go thriugh the  papers.
